I thought I saw somewhere a feature that allowed me to "announce" my forum. I am just now ready to use the feature, but now I can't find it? Either I was stoned and imagining, it was never really there or I'm overlooking it. Help!

whether or not you were stoned ;) you are right. It was there, called 'Invite Friends'. We have an overhaul that's about to be released that makes it very easy to invite your friends, it will be back in your userbar over the next few days.
