Assigning a Photo Icon for Members that do not Upload thier Own

Would love this feature too.

sorry, there's no way to change that, we have the empty face icon to encourage people to change it up - members with no avatar see an 'upload avatar' link wherever their picture should be. We also use randomly different colors to keep this different.

We may be introducing a different random avatar that's a bit more 'fun' and interesting in the future.
