Are the users able to start new topics in the category or post in categories that already exist?

coloneljack, 'admin only' applies to new topics, everybody can post, but only admins can start a new topic.
if you want to lock a topic from being replied to, you can select 'lock topic' from the topic dropdown.

same thing happens on my forum.
i made a post here, donno where it went tho.
members can start a topic on admin only sections.
