how to change the edit post setting

How can i make members to be allowed to edit their posts after more then 15 min.Let's say 30 min

You cannot, it is fixed at 15 minutes. Admins cannot edit any posts except their own. If the posting period has passed and an error is seen, ask the user to repost and delete the original or post an explanation. There is no way round this.
