There is a setting within settings to be able to set my forum topis to adult only!  Is this supposed to prevent a minor from signing up to my forum?

No, there is currently no way to set an age restriction on the forums.

I believe it's purpose is more like an advisory to people of maybe  adult content or age preference for the forum.
