Moving Single Topics Between Categories

Yes - Admins and Mods have this option:

Click on 'Show Topic Admin Actions' in the top-right at the top of the first post of the thread - this will open the 'Admin Topic Panel.' You'll see the second option gives you a drop-down menu to select the new category for your topic. Select the appropriate category and remember to click on 'Update Topic' to move the topic. You will see the category change when it updates ie Category>News will change to Category>General while you are still in the post.
