Guest able to post even when that option is supposed to be off

Hi,
I have made my forum public but with "Membership required to post". Still guests are able to post! Can this be fixed? If not I will have to have the forum private and this is not optimal at all. It also looks weird that the hook seem to be only partially filled:
I've noticed this too.
...and now it should hopefully be fixed.
