newest member isnt a member of my forum

i have a new member: http://lifehouse.lefora.com/basf15/blog/. but my member count didnt go up. and when i checked his blog, he isnt a member of my forum: www.lifehouse.lefora.com
as soon as he posts on your forum the member count should go up.
is that common? what if he never posts? than doesnt that mean that my member count ill always be off?
