Can I sticky a post?

I'm not sure if the term I'm using is correct but what I'm asking is if we can make it so that and Admin/Mod can make a post that other members can only view and not repond to. If so that would be greatly appreciated.

Simply chose to Lock the Topic after posting with the Admin Actions control. Stickying a Topic will cause it to stay at the top of the Topics list under the Category it was started. You can do both for a Topic like if you want to post Terms and Conditions for your Forum.
