Wannabe Gamer           > 10 everyone
Casual Gamer               > 100 everyone

Admin                         > 0 admin and mods
Moderator                    > 0 admin and mods

It keeps me at Newb, for some reason it won't switch me to Admin

This is what I see, when I read something you posted.

It shows you are an administrator.

I want to make someone a member of the month. How do I do that?

You could feature them on your sidebar, using the Custom HTML widget, you could link to their profile and write a little info about them.
