how do i change a members....ranking from noob? or new?

and

how do you lock topics????

Top change member ranking levels, click:

Forum Admin -> Settings -> Rankings

To lock topics, just click the 'Show Topic Admin Actions' button when looking at a topic. This is viewable to admins and mods only.
